More on the topic of the FDA, my guess is that cigar labels may be required to be submitted for approval as is the case with wine, malt beverages, and distilled spirits. Of course, there will also be the need for a proceeding to appeal an FDA denial of a label. See similar law for Labeling Proceedings currently in place.
So, in addition to filing a trademark which could include a costly appeal of a rejection by the Trademark Examiner, and/or an opposition proceeding with a competitor (or Corporacion Habanos, S.A.), you will also need to submit your labels to the FDA. If FDA rejects you could find yourself appealing the rejection.
